Recently there was an interview with Jeff kaplan that showed he came up with the idea for the "Character" based model rather than classes on his own by bringing the old titan "Classes" to his team, cutting about 75% of them down to a core kit- a "Hero"- and asking them to design an actual personality instead of a general "Class"
3. That same interview proved things like Tracer's pistols were derived from the dual G18s in MW2 and Rein's charge was based off The Charger in L4D2 VS mode, suggesting there's probably so much that was not actually taken from tf2 even if it seems like it. Hell knowing Jeff was a fan of Mw2 it makes sense if Junkrat was based off the noob tubes from that game instead of demoman, for example
