As Cult of Personality enjoyer - nah. Thats a wierd way to "buff" it, Its the intended downside. If I wanted to nerf cult I would increase it even further cause thats how I force the playstyle.
Gold upkeep is HEAVY though, if I wanted to make cult stronger, I would reduce that. But im very detached from META, so maybe cult is already OP i dunno 😐
