As you'll see in the attached combined image I have a Merchants guild in my capitol city - and I am now able to build the Seafarers Guild as well. I'll go ahead and build it - because why not?

That makes perfect sense, but the tooltip for both guilds state only 1 guild per city so I thought I'd mention it.
