Are you entirely sure that this genre is for you? I have no answer to your question but strategic games like these have a lot of text.
All the more reason to do something about it, if viable.
I have a dyslexic friend who will be playing this game, but I hadn't considered that the game's text might be an issue (lol) so I hope there is support for such a mod.
I have heard that for some people with dyslexia something as simple as a font change and increaseed text size makes words much easier to read. I'm not going to pretend to know what works for you or your friend but I believe it works for some people.
Just to make that clear, I have absolutely no issue with features that help with such an issue, I can't imagine enjoying a long form 4X game with text to speech though.
Stellaris recently implemented a text to speech functionality. So it's definitely not outside the realm of possibility. I hope it becomes a priority for Triumph ad well!

It was implemented a couple patches ago. Montu Plays talked about it. I don't actually play stellaris, just a fan of it really.

There's tons of mechanics in Stellaris. Some take the main stage, others like to remain hidden in the background. Lets see if there's any features you've missed or just completely forgot about.

Your post was very different Nekofugu. You wanted things to be read "in the background", when events demand an immediate response and your full attention. You were also hoping for full-on voiceacting, even though text is dynamically generated. Your premise did not fit the game.
In addition, your concern that reading takes effort had already been addressed: You can read just the beginning and the end of the event and get the jist of it, for every event we've seen.
