I completed the lazer puzzle on Saborian_Central_Park.
This changed the light on top of the door from Red to Green, sadly the door did not open.

You're missing a step.

||There's a button inside the back of the building, above the target for the laser relays. You have to shoot it from outside.||

I am fairly certain I've activated that button. Anything else you would remember?

That's what did it for me. Brought the beams around to hit the target, then had to shoot the button from the small island with the aqueduct/bridge structure
