I would suggest just saving up pulls and advanced vouchers for only limited characters. Pilgrims have a low percentage so best to use tickets there and you have the best chance to pull a limited with pulls.

thats true, but viper isnt a pick for anything. Also its true that meta will get overtaken but it will take time to do that plus usually whatever team you use in campaign you can use in bosses and tower. for pvp thats a team on its own and he needs time and a good team to advance campaign if he wants to get OL. He also needs to get over the 160 wall. Exia and viper need both treasure to be good. but true better to have the character rather than not have it. Solo also requires 5 teams which requires a lot of resources and putting a pvp on top of that is going to require a lot of resources so better to just push campaign.

SBS is rocket while og scarlet is AR, both are endgame nikkes in their own right with different mechanics. You might want to take a look at SBS/Scarlet builds on gg/prydwen to figured out the best burst chain for your curent team

Both are equally good tho, and require proper investment to shine. Well you might want to try out OG scarlet since she'd still dish out good damage without a dedicated comp for her.
