ye, it just means that the burst for that character is a stage 2 rather than a 1 or a 3

Basically different nikkes have different bursts, you need a burst 1, 2 and 3 to trigger a full burst which gives several buffs to your team depending on whos in the team, everyone aims wherever you aim unless you turned on auto mode, etc.
