Be advise: she's not very good. Her main usage is in the Pilgrim tower, as she's one of the only two pilgrims with a burst II skill... and the other one is Noah who has a 60 second cooldown on it, versus Nihilister's 20 seconds.

Best way to grind gems after doing most of the early story is with the Tribe Tower.
You still have a good bit left in the event. Just make sure to do all your dailies/challenges. You can also get 10 vouchers from the Emil shop if you didn't do that yet.

I'd say hold off on spending money until the last couple days of the event. And if you still want her just go for mileage. You'll be able to level your team just by waiting a bit and doing simulator and stuff, then you can grind out more of the story and tribe tower (also once you get a bit further into the story, you unlock some more ways of earning gems). Also make sure you're only putting resources into 5 Nikkes. Level reset if you have to.
I just started playing less than a week ago, haven't spent any money, and already up to 120 gold mileage tickets. So you'll definitely be able to get one mileage pull before the event ends just with just free gems. Might have to spend a bit of money if you aren't grinding hard.

Your best bet without spending $20+ is probably just to get the 30 day supply now. $5 for 3,330 gems though you'll only get about half of them before the event ends.
