For example, f2p gets a bunch of good NIKKE on their account so they decide to spend because they got lucky and once they start spending they slowly spend more since they already opened their wallet. But for those who have already spent a lot right from the beginning has big capital so they lower rate to make them spend more so they can get what they want if that makes any sense to you

It pens so if you aim correctly it does lots, it will never do more than Harran with her bugged burst. Maxwell burst does a large amount of damage in one hit so it’s good at shattering elite enemies. She buffs other snipers so she is helpful. Not worth investing tho if you don’t get many stars imo
