Raven is good offburst, but that also depends on whether you have the flex slot available in the first place.

bMilk is good active burster, but again depends on if you're able and willing to manual play her for maximum effect.

Neither ports very well to other elements. bMilk definitely not, and Raven is OK unless the team is already full.

I think it's easier to build Raven. No manual play of her necessary. You can throw her into flex slot of any team for decent damage against wrong elements.

bMilk, she gets benched when it's not vs Iron-weak. However, if your Tetra tower is weak, building bMilk lets you provide help to Tetra tower. Whereas Raven simply can't help any manu towers at all.
