nope, vigor gives more hp%, while temperance reduces a percentage of dmg taken
in blanc case, vigor is a bit better cuz better healing, while still making her a bit tankier... but temperance would fare better to reduce those nasty scarlet s2 you got earlier

Ok so technically the fastest possible setup would be at 60f, aka 0.79RL. You have a lvl 1 Anis up front and everyone on max charge speed and Quantum/Adjutant. Assuming Anis gets her shot off before she dies to enemy AR/SMG/MG and the burst gauge gets added posthumously, you can burst right on Anis death. Rosanna and Helm+ will snipe someone but I dunno if the team will actually succeed if there are 2 attackers on the enemy team lol

Replacing Trina with Noah won't work either as you will be short 2% burst gen even with Quantum's on everyone

you can put helm at p2 and may get some feed in, but this also needs opponents to have CS on RL units to land them early enough

T1: Scar’s counter is a 2RL Noah. Using Noise to taunt Siren away, Noah will burst and catch the Scar burst while Cindy nukes them to hell and back
T2: The slow cindy’s counter is a Besti comp. Besti should kill everyone, including (most importantly) biscuit. By destroying the procc, the slow cindy team stands no chance at holding their stall

The slow comp shouldn’t kill, especially if you’re within the 15% CP range

The Besti comp also abuses a bug in which Emilia and Laplace gets true damage when their shots hit the target simultaneously with Besti’s rockets, though the comp should still work even without that bug

=> either try to nuke hard to kill both noise and rapunzel, so enemy cannot burst. even shotgun team can do the job with decent investment.
or try to stall the nuke with noah but i don't know if your RH can deal enough dmg after that.

round 2: isn't it a free win if u bring scarlet jackal nuke?
with your scarlet helm team. if scarlet is stunned, helm will burst. or try something like Jackal Blanc Trina Centi Scarlet to avoid the stun

round 3: enemy is also low 3RL here
can just run a fast nuke with scarlet or cindy 2RL

I don't have enough dupe for poli treasure but I have seen those team in action thanks to lurking at other fights. It doesn't really matter her position p3-4 though outside of mirror

It could some time win against Xmaiden in Scar trina team for example thanks to Poli stall.

But I didn't see it out last a blanc stall, nope.

unless you are heavily research+core gap the blanc stall one even so I doubt it. Jackal+Blanc you sometime see an xmaiden there to counter Rossana. Poli doesn't help you win against that on equal opponent.

SG also lose against Cindy 2rl without biscuit, even 2.5rl Cindy p3 with b1+2 on both side for similar reason.

Poli doesn't protect you against wipe. If cindy wipe, it's over.
