Do you know if Jackal skill 1 is affected by Quantum cube?

He got off like 6 counters in that video. So he doesn't really need the 0.16% from Quantum to proc his burst at 24 bullets. I'm still not sure to this day if quantum affect Jackal s1... no one telling me about it.
