I am not sure if this a bug or intended, but currently on resin affected enemies, only the weapon does crit damage. I feel like it's so rare to assemble this combo that tool crits would be a nice reward for it.

It doesn't look like a bug, apparently tools can only crit if you have the medallion for it, otherwise crit chance isn't taken into account.
It was probably done because crit chance modifier applies to everything without this safety. But I'm making some modification to crits ATM including this, I can probably fix this too.

I do not think it should be a case, some tools with crit are very powerful and so, I do think they should only crit with the Legendary medallion, imo
