I sometimes get only one or two medallions from a level from enemies, but also sometimes get like, 8. It's very inconsistent, and has a much higher weight on the run than I think it should. Even if slightly random, I think the amount of medallion drops per biome should be limited to a range (e.g. always between 3 and 5).

Mmm 3 to 5 means you get 12 to 20 medallions in a run excluding the ones from boss altars. Which means you can have as a minimum a 12 medallions slots with 1-2 medallions, a 6 medallions slots with 3 enhanced. Calculating a second After I woke up so probably wrong, but this range drop rate seems good
To be calculated if this allows to have a almost full build, since I want to be able to do a 12 medallions build with like 9-10 enhanced, even if with small chances of course

the exact amount isn't important, if the actual average is lower than that then just adjust it. the point is to just make it more consistent.

Because it is definitely a bug, you should get a maximum of 4 in a single biome (from mobs)

I think that the minimum should be: being able to have a build with 6 medallions, with 2 enhanced. Which means: 11 medallions in a full run (if I calculated It in the correct way 
).
