There are actually a LOT of places the kids don't spawn. I think the only biome I've never not seen the kids in is Aqueduct.
Sometimes the shop is in this configuration in Zagros and there's no kids.
Sometimes the room for the shop in Academy is too small to permit kids.
There are NEVER kids in Tower of Oblivion.
The shop in Temple is always in a secluded room and almost never has kids - if ever.
Pretty sure I've never seen kids in the Gardens either.
