since surge works on electabuzz and volk works on electavire

it's not like meta defining but it can very much hold its own

lots of energy transfers and a bunch of strong hitters that aren't EXs so you don't lose 2 points randomly

if I had another electivire I'd swap out the raichu for a second one

but raichu still works

and can be useful for discarding energy
