There’s a scientific and linguistic problem with calling water wet; to be wet is to be covered in or saturated with water or another liquid. Water cannot be covered in or saturated by itself, unless each individual water molecule is saturated with other water molecules. In that case, it would be impossible to determine which water molecules are wet and which ones are not, since water is microscopic, always moving, and since all water molecules are identical.
Basically, water can’t be wet because it can’t saturate itself, and even if it could it would be impossible to tell which water is wet and which isn’t because it’s too small. Water’s not wet

Unfortunately there is a small problem. Liquids can be wet. In the chemistry world, we talk about things being wet anytime water is present. If you have a solution of hydrochloric acid that isn’t concentrated but instead is dissolved in water, we call that hydrochloric acid “wet”. Whenever we remove water from something, we call it “drying” that thing, even if it’s a liquid. So if I were to boil that hydrochloric acid, the water would all evaporate, leaving us with “dry” hydrochloric acid. Even though it’s still liquid.
However, you can’t “dry” water. If you dry water out, you get nothing. In my opinion, if you can’t dry something out, it can’t have been wet in the first place. Water is neither wet nor dry. Water is water.
