The TLDR:
- Utility Cabinet has resources
- Game shows Decaying
- Take resources out of Utility Cabinet
- Put resources back into Utility Cabinet
- Game happy - No more Decay.
What happens to trigger this behaviour?
I don't know.
I just tested this and it appears to be fixed on the Experimental branch and should be on the next major Stable update.
Just to help understand what's happening, the UC forgets it's been placed in a house, giving it a larger radius. When the radius shrinks, anything outside will decay. As seen in the screenshots below... I built some fences near the boarders of the original UC radius then saved and reloaded the save. When I got back in, the radius had shrunk.
The only thing you can really do is move your UC (just pick it up and place it back down) and it will reset the radius to the original large size, or switch to EXP branch

In my case, nothing is built near the edge of the radius. The Utility Cabinet already contains resources, but the game still shows decay. Simply removing the resources and putting them back immediately resolves it... without moving the cabinet or reloading the save.
That makes it seem less like a radius recalculation issue and more like the game isn’t properly recognizing or refreshing the stored resources until there’s some inventory interaction.
I think we have similar issues, but potentially different "bugs"
