I just checked that link and yes it is similar. I suspect it has to do with moving the unit before the water was shut off. I attempted to recreate this in a new game but to no success. I moved the unit connected to water then changed the water outage to immediate but it worked properly (water was shut off), then i tried advancing the starting season and that didn't work either. This was a house south of Saranac where i spawned. I'm assuming time has to pass organically and from the link now I'm thinking this is specifically in Lyon Mnt. Hope this helps isolate the problem.
