More game modifiers like permanent weather/nighttime, zombie behavior change based on time of day

I would really like to be able to fully control the weather and daylight options when starting a new game. Permanent fog, permanent night would make for fun runs. As well as having the zombies change behavior based on time of day would be a fun option. More sprinters at night, no zombies outside during the day, stuff like that.

In the interim you can use the admin commands to set your weather and time of day when it gets too light or clear for you.
