#dedicated sever network issues via network socket API?

me and few friends have had a dedicated server running on a separate machine so people can join and leave as they please, however after a few IRL days it is now throwing out all kinds of weird networking issues and the ping is varying WILDLY from 50 odd ping to over 200 and everywhere in between. its made the game unbearable to play on it and everyone is rubber banding non stop and I've tried the usual restarting the sever program, running it as admin, double checking the firewall settings, restarting the machine itself and verifying the files and still no dice.

it seems to be a network socket issue from what the log throws out but aside from that i'm at the end of what i can do to try and resolve any possible issue that might just be poor setup by me.

multiple times but still the same thing, but we has deduced a possible major lag zone and issues for the server which is "mill no.3" POI as every time we went there after cleanup the games FPS dies and the server starts rubber banding hard

Also the error you get is for Steam Datagram Relay (SDR) is Valve’s network relay system used to improve multiplayer connectivity and security for games that use Steam’s networking API.
