Terra: Some chunks do not generate

This is not for every player on the same chunks: If another player teleports to them, they can see the chunks. You have to reconnect, a command reloading the chunks does not fix the issue.

Then chunks are generating, just not sent

As already mentioned, sending the chunks does not fix the problem. Would've created a PR already..

To what players do that happen? Players that just joined, were teleported? Or also players that just move by?

They either wandered around or teleported themselves to their homes: The farming world is a separate server so most of them probably just joined.
