#Missing Block Palette - 1.21.20 Update

I just updated my server to the latest version.
When I started it, I repeatedly got an error with a missing block palette:

oh yea there is also these "update!" blocks

OK... Before the 1.21.20 update, the "double stone slab" was already causing this error message. Now for example dirt and sand are also causing the error message... It doesn't matter with the double stone slabs but dirt and sand are important.
