we did some brainstorming, what we came up with is that Pillage only targets the one with the highest trade goods:
Pillage: After one of your neighbors gains trade goods: if they have the most trade goods (and at least 4), take 1 trade good from them.

And Guild Agents exhausts, so you only get to do it once per round.

another alternative for Guild Agents is that you EITHER look at the player's hand or force them to give you one of their choice — that way it still activates every time, but is much less disruptive
