After vassal game 1, it works better than anticipated. Now I'm back with some revisions that I'm ready to get vetoed by everyone joining. And I'm serious, if you don't like a change I make speak up.
The big addition here is a full vassal system. Draft an additional faction at the start, and you get their stuff too. Even higher unit caps. Everything. At the end of round 2, you get another vassal. And another after round 4 (it ended in round 4 last time). I honestly had an easier time remembering all of what everyone did than in a franken game.
Also attached are a few tech alterations, mostly to encourage more units. That was one big thing I noted last time; I didn't give a way to leverage the higher unit caps so as far as how many units were out it felt the same until round 3. I also added an extra method to unlock breakthroughs, since your second vassal BT will be sitting there locked unless you get TE
