Because of how the table treats them?
They dont have a monopoly on tech like JN does. They very quickly allow the table to catch up. Their leg up on the table is gone by round 4 or 5. They ate treated like Jol Nar while not having the most important thing Jol Nar has: their commander. The Jol Nar commander makes them a defensive menace you dont want to activate.
Not to mention they have all the tech you dont have

We started Round 4 on 6 and 7 respectively. They got Styx point, secret, and a public to win
NRA slew them once at the fracture but hero was enough to get them in
My blunder was support swapping with them back in round 3 when it looked like I could swing a faster path.
