I'm not actually certain. Is it a new Codex? I was assuming it was a part of TE (similar to SC and tech updates in PoK)

the normal settings AFAIK is - new magen, x89, and 3 new relics - and insider information which is the top 3 agenda cards instead of just 1. These were Codex4 Changes, but already prepared / announced with TE in mind.
