Agent is a rank. Basically you join the TIGL (just need to fill out information to join) and play Unranked Games until you win, then you become Minister. Then you do that until you win and become agent, then commander, then hero.
NA is just an abbreviation for North America - just stating that they want players to join if they are in North America Time Zones.
