It's the first rank for TI Global League. If you win an TIGL unranked players game you become minister, an all minister+ game you become an agent, then commander, then hero etc.

I was joking too. But yeah if the Mentak player insists on pillaging every opportunity they can it gets old pretty quick. Same thing with cabal capturing and holding onto plastic instead of building and upgrading with them.
