I think that’s a matter of perspective. From my POV, yes, but others may be more comfortable with the gameplay. The issue for me was using a future move I did as a point of contention to withhold payment, when the TG transaction was supposed to happen a round earlier. If they said they were withholding on the turn the transaction would have went, I would have been fine with the withhold.
