Pdb-8677 - observed scenario.
Player A player's a rider and it's waiting to be resolved due to sabos.
Player A is first in turn order to vote.
Because rider isn't 'resolved' and all have player or passed on all riders voting goes to player A.
Game wise player A can't vote due to riders.
Player A resolves riders.
Game still waits for Player A to vote.
Player A can just abstain, but this obviously can lead to confusion in async. This scenario is also problematic if it's not player A's riders waiting to be resolved due to sabotage timer as sometimes they can vote without realising there is a rider in play.
Ideally voting should not start until riders have been resolved, instead of riders played/passed.
