I would say normal? Just play how it makes sense to win, which pure agression usually is not
I don't think tigl changes much, if you want to rank up you can do it

It's when you don't expect to be attacked unless you are literally winning the game this round, or it's directly giving the attacker a VP.

Yeah you don't find that much on this server i think. However, you will see most pple trying to make deals rather than starting forever wars, just because that usually gives you more chances of winning

I saw it in 2 out of 4 games I played so far on this server, and in 3 out of 3 RL games. It's what we call the "boat floaty meta"

Well boat float usually is very good for both of you in increasing your chances to win. It's not the same as expecting to never be attacked by anyone
