In a FoW game I'm GMing the following happened:
One player activated a system containing an enemy planet with an infantry but no enemy fleet, moved in with a DN and rolled bombardment and got a hit. The result of the bombardment was never communicated to the defending player.
Speculation/possible explanation:
Since there was no space combat and bombardment happens before committing ground forces, a combat thread was never created and thus the bombardment buttons and roll were only in the active player's private action thread.
