Emergency meeting was played, but the agenda deck was not shuffled.

Note : agenda discard was empty

If the discard was empty then I dont think it shuffles them in

That would be card would be played with no effect, so I think it can't. I'll dig deeper for the exact ruling with the DS team

Agenda Phase
At the start of the agenda phase::
Shuffle all discarded agendas into the agenda deck and look at the top 3 cards of that deck. Place each of those cards on the top or bottom of that deck in any order.
