Over in pbd3338 we had an agenda get Quashed. Then on the new agenda, after only 4 people declared no Afters, the bot said all players had declared no Afters and went to voting.
I believe it's because the 4th player to declare no Afters on the new agenda was the only one who had not done so on the previous agenda before it was Quashed.

The bot starts voting when it reaches a full afters basket. Normally there's not more than one afters basket at once, but with a veto or quash, we aren't as careful to delete the old ones. If people respond to the old ones and fill it up, it will start the voting
