bug - bot doesn’t let me build ground forces

Happened in two current games as Keleres, bot is unreactive if I try building an infantry or mech but allows building of space ships. Happened on planets beside home system. Happened on regular tactical production and off warfare secondary. Issue persisted after waiting 12 hours. No error message
