I think buffing the HP of Harpy torso would be needed. It is a joke currently. It has 52.800 HP at level 13 weighing 13! For example other torsos of the same weight have way more durability.For example Orochi with 8 weight has 51.700 HP 😄
Then change the weight of it

It makes it very weak, needs a little love. Either reduce mass or increase HP
unlike orochi and siren harpy does have a heavy weapon its ability is why its bad even tho its low cooldown
If we look at other points of reference we can see Sirin as a 11w 1 light slot Toros, so it should follow that Harpy, having to pay the "heavy slot tax" should be 12w.

you can also cripple lighter mechs if you hit a ton of the napalm bombs directly

Napalm is a powerful tool on a low cooldown (which itself presents extra power via Charge Loop), and importantly, has a heavy weapon mount.

Cyclops has a lot more armor, but also has a much longer cooldown ability that requires you to remain exposed for several seconds while it's firing, and has relatively limited range.
Harpy can just peek out, launch the ability, and immediately take cover again. Missed shots matter less, too, since you'll have it ready again in very little time.
Miss, or even just make a poor target choice with the Cyclops deathray, and would be regretting it for the next 2 to 3 business days.
Have we finally explained how balancing works to this guy? I don't want to read through all of that.
Making harpy the first 12W heavy wep carrying torso would be a win for the tacticians
