2 ways you can get them.
One:
The daily shop can have a Siren shoulder (only 1). You can purchase them from there, however, it’s not guaranteed that every rotation will have something you want.
Two:
You have to reach between lvl’s 79-80 you can get the shoulders from there but you have to craft them for 51,400 Silver (somewhere around 51,000).
