all subsequent periods in the number will represent decimals
to make a new number, do a space and then a dot

1 - I
2 - Z
3 - E
4 - A
5 - S
6 - G
7 - Y
8 - B
9 - Q

to end a number, use either a space or an ampersand (to indicate there is no space, just the end of the number)

to remove ambiguity between "IDC" and "IDK", it gets encoded like this:
IDK -> IDC?
IDC -> IDC.

punctuation is pretty important for determining the tone or intent behind a shortened message
