They have to be subcribe manually from steam workshop. If you restart the game they are gone from game lobby. Steam issue.

faction you pick on the right side. on the main menu there are maps and gamemode mods

mods downloaded from a server are cached in one of your workshop folders. if they are not manually subscribed to, it is possible that steam will periodically remove them after it automatically clears out that cache. you can either find it again and subscribe on workshop, or you can join the server, download it, then go find it in the files and save a copy that you manually install into your Mods folder
it usually is not cleaned up right away though
i suppose its possible, but thats not common
so youd have to have left it without joining that server for some time usually before steam automatically removes it from your system

well like i said its possible it could be clearing it immediately, but it usually shouldnt be doing that
you could also do all of this while the game is still live
so if quitting is clearing it for you just do it while the game is still up
