This might already be possible in singleplayer if the training mode is included, but if you are talking multiplayer than getting a server to host that and getting players to join is a different issue.
The "training" is an actual game mode with a faction that has all the guns, so the map itself is related to that, but yes, maps would need to be included on a per game mode basis. It's easier to see this in the SDK and that allows you to do what this topic is about somewhat easily.
But what I mean is like being able to use all weapons in any map outside training mode since if you add bots to training mode they spawn right next to you and spawnkill
I hear you, I'm saying you can right now with the SDK.
I'll check singleplayer too though, I thought it was actually there and the main issue was you didn't have it in multiplayer.
