The "multiplayer playtest" is outdated and the devs are waiting on steam to remove it. You need the regular install to play SP and MP

Other steam bugs can be fixed by clicking Steam on the top left > Exit, then open steam again

Sometimes games ask for admin permissions when you first play
Other than that.. if it still says "preparing to launch" you can try waiting it out
I've had it happen once before on another freshly installed game. The download got interrupted and steam did something like this for like 30 minutes

Pressing X doesn't fully close steam
