GGD or TiledGGD. 16bpp graphics mode
I'm trying to figure out in TileGGD, but I'm getting nowhere.
really wish i could help, but i don't know how to use tiledGGD really. All's I know is that it definitely can do it.

Let me try it in GGD.
You might've forgotten to open a new palette for the new image
at least GGD, when opening a new file, remembers the palette of the previous file
so you gotta open the file twice, so to speak. Open Data -> STORY1.IMG, and then Open Palette -> STORY1.IMG
Now it works.

There probably is, but I don't know what tool could do it
And in the end, programming a tool to automate this would be trivial
idk if you know how to program though but maybe someone at #1020182610292506674 can help

You have no idea how hard it is to do a hundred images one at a time....in ImageHeat.
