we're not really allowed to talk about scad - it's a program that leaked with the Gigaleak
you can still open CGXes with Tile Molester or any modern tile editor

SCAD (or SrCAD) was the official tool that Nintendo used to make graphics in-house

yes, that first file you sent contains only 2bpp and 1bpp data
and some other garbage - could be non-gfx data, code, could be compressed graphics. Can't say.
