You’ll need to get your hands on the game, or a dump of the game. Once you have that you’ll need ArcExplorer: https://github.com/ScanMountGoat/ArcExplorer With that you can open the data.arc file and export any of the assets yourself.
If you want to use models there is an addon for Blender that can directly import the models in their original file type (.NUMDLB) https://gitlab.com/Worldblender/io_scene_numdlb

Download the install the addon, linked above, then you should be able to import the model into Blender

Hmmm, never seem that before. The error looks like it's trying to find a model. Are you sure you're not importing the animation files? The file types are very similar. And where did you get the model file from?

You could try a different version of Blender, I'm currently using it without an issue on 3.4

Just one more thing, make sure you have downloaded the master branch of the addon. The other one is for a much older version of Blender (2.79)

In the addon panel try searching for it.
It then should appear. But if you tried to use the addon before it should be fine.
There could also be an issue with the file you got sent from your friend.
