Finally...
Discovered that there's two brick blocks in there, I'm both happy and upset
It means they had the space to make sure that bricks with items in them wouldn't look like coins when a p-switch is pressed, but the programmer fucked it up and mapped item bricks to the empty brick graphics space
This is... interesting.
Sonikku had a discussion about SMW's turn blocks a couple days ago where SMW stores two copies of them in VRAM: One as part of the global foreground tiles and another one which is an animated tile (albeit one where all four frames are the same).

The animated tiles are only used for the prize blocks whereas the static tiles are for the actual turn blocks as well as some functioning but unused blocks in the game.
Strange
The tl;dr is that ?-blocks in SMW are turn blocks with a question mark superimposed and a P-Switch may be able to reveal which one contains and item and which one doesn't.

But that wasn't implemented in the final game.
Fittingly, there is an empty turn block (i.e. a prize block with no content) which uses the static tile.

The animations are played forward and then back, and they even bleed into the P-switch activated frames, and on top of it it's probably safe to assume that the game toggles P-switch activated tile behaviors to change the pipe muncher behavior from spike block to air tile and back

There's two copies of the bridge in the global/animated tiles, one that bobs up and down (the one you're showing, and one that stays still, the bobbing one is unused, the still one only uses the first palette for the top tile and the fourth palette for the bottom tile
Whenever I outline a tile in red, it means it's unused, if I mark it in purple, it means it's the wrong palette, if it's pink, it's both

There's a few tiles that are close duplicates of eachother
Jelectro has an unused copy with a different background color for "positive water" since the jelectro that is used only appears in "negative water" (positive water means that the water is fully colored in and has transparency above it, negative water is made of transparency and the sky above it is colored in)
I just looked at TCRF and found that there ARE tiles with assembled stars for the sky tileset, I just gotta go fix my assembly up to match

I was editing them for a more fluent looking twirl animation. The original just looks weird.
