the reason i have @p[name=-test] is because if have a plugin that makes them fall under the @p tag

You teleport them 0.2 blocks in th3 direction the player is looking
If you look down, they are 0.2 blocks in the ground

Yeah, the problem is that when you look down the mannequin is tpd 0.2 blocks in the direction you're looking which makes it stuck in the block
it gets tpd in the direction its looking and how can i move it up
I would say you first move it to the actual position of the player (without offset), then remove the mannequin's vertical rotation and then tp 0.2 blocks in its own looking direction
