roughly half of my entire custom frozen wasteland dimension (basically just copy pasted frozen plains and frozen taiga and edited them a tad) is snowless. This is a bad thing because it is supposed to be a frozen wasteland. How would I go about guaranteeing it's covered in snow? The temp modifier is frozen on both of them. Sidenote, despite precipitation being enabled, there's no snow when I use the weather command to make it rain..

This is because of the temperature settings you're using coming from the Frozen Ocean, which intentionally has this behavior. Try taking a look at the vanilla snowy plains biome's settings

the temp is -0.5 and precipitation is set to true so it should be snowing right

average y level is about 70
although sea level is at 63. i kinda wish i could make everything go higher but i don't know that much about noise levels yeet

I didn't think there was anything in the dimension type for precipitation but there may be, double check that

ultrawarm is the only thing that could effect that from what I can tell, and that's turned off ._.

Ooh right, yes I should have thought to mention that
Weather is shared among all dimensions, and if you want it to rain in a custom dimension, you have to execute the weather command in the overworld
I have an eternal storm dimension so trust me I know this is inconvenient lol

nah it's chill someone made a mod that makes it so each dimension has its own weather
you need to run minecraft on java 21 instead of java 17 to play it tho ._. but i'm playing with immersive portals which is the most picky finnicky mod i've ever played and it works fine. so. i guess every problem has been solved. thank you :3
