I'm making a nether structure but it keeps spawning on the bedrock roof, i tried copying part of another structure's file to restrict it but that spawned it ABOVE the roof

Your structure json needs to not have a line that projects to a heightmap, and your template pool(s) needs to be rigid instead of terrain_matching
