Modifying trades

Is there a way to modify the vanilla trades? For example that a fletcher needs 16 sticks instead of 32 for an emerald.

Villager Trades aren't data driven, so you can't change what trades all Villagers spawn with or can choose from the same way you can modify loot tables or enchantments. Your only option is to modify the data of individual villagers after the fact
